The Browns had money to spend as the NFL’s legal negotiation period opened Monday. • Austin Hooper as the first big target of free agency was surprising but not shocking given the state of the tight end position for the Browns. Hooper is just 25 and has been ultra-productive the past two seasons for the Falcons. New Browns coach Kevin Stefanski used multiple tight end sets more than any other play caller did last season when he was with the Vikings, and now he has a true No. 1 tight end to move around various formations and to make plays in the middle of the field.
